New building work on social housing projects fell 40 per cent
during the three months to July, in a sign that government spending
cuts are starting to hit the construction sector, writes Ed
Hammond. The upward trend in private housing seen earlier this year
has also petered out, with the value of new work starting down 2
per cent on a year ago, according Glenigan, the construction data
provider. “While social housing starts are likely to remain under
pressure over the coming months, a renewed recovery in private
housing starts is anticipated at the end of the year as
housebuilders capitalise on gradually improving market conditions,”
said Allan Wilen, Glenigan’s economics director.

The Glenigan Index, which measures the monthly flow of construction
projects, has revealed that the value of social housing
construction projects starting on site in the second quarter was
40pc lower than a year ago. The upward trend seen earlier this year
in private housing has also petered out with the value of starts on
sites down 2pc on a year ago. Overall, the decline in social and
private housing left the residential index down 20pc. New retail
projects were down 23pc, but researchers said this was expected to
be a temporary blip. "Whilst social housing starts are likely to
remain under pressure over the coming months, a renewed recovery in
private housing starts is anticipated at the end of the year as
housebuilders capitalise on gradually improving market conditions,"
said Allan Wilen, economics director at Glenigan. He added that
this quarter's dip in project starts highlighted the fragility of
the recovery.
